I think you should post this on the Turkey forum rather than Saudi Arabia.
For Turkey, most people with a US or UK passport simply get a visitor's 90 day visa on arrival at Istanbul /Ankara airport, then your employer will apply for a work/residence permit for you.
Ramadan in Turkey does not affect the working hours of government departments. In fact, an increasing number of people in large cities do not fast at all. Turkey is not the same as Saudi Arabia or other Gulf countries in this respect. |

Seems to me your best bet is to contact major visa agents in Turkey and ask them if they're able (and possibly authorized) to process your paperwork for KSA. |

I had to get the process done without a visa agent and with a zero level of Turkish. It was difficult - and I had the Saudi Cultural Bureau in Ankara helping me out. I was in Istanbul not Ankara and dealt with the Saudi Consulate there. They just were not geared up to dealing with non-Turks !

I am sure that will make things easier. I remember struggling through the list of 12 requirements on the paper. I deciphered most of them but Number 12 foxed me completely. In the end I asked the hotel receptionist he told me that the 12th requirement was
"Under no circumstances staple the above documents to the application form." |

Problem solved:

They were able to deal with the Visa, once the process was explained to them. Not terribly expensive, but not very cheap either.
