Had visa ready but lacked NOC, will they hold it against me?

Hafir al Batin hired me, sent contract, and I wasted a few hundred dollars on visa agency trying to get approval from the Saudi Arabia Cultural Mission. SACM was kind enough to say, "We have your visa, now where is your NOC?" Four months of work was flushed down......My employer refused to give me one.
I was tempted to tell them where they could stick it, but I told the folks at KFUPM to kindly locate someone who could get the NOC (namely, a newbie without prior Saudi experience).

If I apply to KFUPM, will they hold it against me for not having a NOC? By now, the question is moot, because the rules have changed. Still, I know Arabs carry a grudge and this may be one of those things that they will hold against me.

Hafr Al Batin Community College (HBCC) is part of KFUPM, and it is Human Resources at KFUPM which deals with HBCC applications and visas.

NOC/LONO is still often asked for, although the legal requirement ended some time ago. There is a time limit - after which no such certificate is required. It was two years sfter leaving last job in KSA but was then reduced to one year.
