I will soon have lived in Japan from May13 to Feb14. This is less than a year. Will I be issued an amount for Residency Tax?

I know the tax year is from Jan to Dec, but I've read that I will have to pay because I will be present in Japan on Jan 1st, and I've read otherwise.
