| My school are claiming they do not have the experience to get the FEC QUICKLY. They insist it is the fault of the local officials claiming they are lazy and do not even do their own jobs. I have asked repeatedly about the situation and I get the usual answer, " do not worry'. What action should I take? |

| Yes I have a resident permit which is valid until July 2014. I previously worked at a university in Dalian, it only took them 2 weeks to get the FEC |

| You have to get the FEC first and then you get the RP. It sounds like your school wants to keep your FEC book instead of giving it to you. |

I worked at Dalian Maritime and they were super quick.
Certainly no more than 2 weeks. |
