Hello,
I'd like to teach in the middle east for a year or two, but I'm not sure which country or program is the best.
Mainly I'm looking for a good salary with less than 30 teaching hours per week. I have an MA in ESL with 17 years of teaching experience.

The best for what? experience of the culture? specific living conditions? Is money the only object?
What do you consider a "best program"?

Only the shady language schools have over 30 contact hours... and no one with an MA+17 would ever work for these characters. 
That said, most EFL employers in the Gulf require you to be on the premises for 35-40 hours a week, but contact hours average about 20. The rest of the time is office hours, prep, tea drinking, internet surfing...

You might want to specify what kind of experience. Primary? Secondary? University? adults? children? All of the above?
The vast majority of Middle East jobs are teaching adults. If you have military or oil business experience, there are jobs related to those. (pretty much men only) Most of those seem to be in Saudi Arabia - with the restrictions that life there involves. The other major employers are universities - both private and government. These are typically the most pleasant teaching gigs and require the MA + a few years experience. The preferred experience is teaching IEP or Foundations level of Academic English.
One caveat is that most of the top university jobs are for 2 or 3 year contracts.
