Remind me who should keep the FEC and why.
It's been a few years, so I can't remember why it was always a point of contention between employers and foreign teachers... |

The FEC, which is issued to the FE, is to be held by the FE.
FE's who do not present their FEC to authorities when asked face penalties and fines. |

Then why are employers so keen to hold it for the Foreign Expert for safekeeping? |

held on to mine due to no one caring if i had it or not....I only use it once a year to get a new visa... no one would ask for it....that being said...it was asked for when I came to Beijing as I had a FEC from another place..actually worked on that FEC for several years before I changed it to Beijing. |

At my school the FAO keeps them all locked in a safe. It's pretty much useless but a i think its a pain for the school if they don't have it when canceling when a teacher finishes the contract and leaves..
I could foresee a whole pile of teachers not turning them in (which it says in it you are supposed to when you leave China) and keeping it as a souvenir of the only time they will ever be called an "expert" |

It's partly about being able to cancel them. They also like to have them on-hand when the Public Security Bureau comes for "inspection." My last company kept mine. My current company does not. I have never needed it for anything, but apparently it comes in handy if you need certain financial services. |
