A local police report for a foreign teacher? You mean to see if you've got a criminal record in China? Never heard of such a thing. If a foreigner was convicted of a crime in China, they would either be in jail or not in China.

Yes, a report that states that you haven't had any incidents with the police, not jailed, or fined by the police. If there is one for the locals, then why not for a foreigner who has been living here for a long time?

You walk in the police station with your passport, tell them what you need. They type up a paper, stamp it, and your done. Takes like 5 minutes.

I had one requested by the Beijing police almost 10 years ago when I first came from Dalian .... foreigners who have been convicted have not been necessarily put out of the PRC... and even if they are; often after a matter of time they are let back in ....
