| My wife is Indonesian, meaning she is ineligible for a visa on arrival. However, she has a resident card for Oman. Can she get a visa on arrival at the Al-Ain border? We will have proof of onward travel, if that matters. |

I don't know what the "official" policy is, but regardless, it may just depend on how the immigration officer feels when you get there.
I would get her a visa at the UAE consulate before you go. |
