Is it possible to get a certificate to teach legal English or to be a legal English test examiner?

Yes. Cambridge ESOL: ILEC

The test is for students.

Students need an examiner.

You need to become certified as an examiner if you want to test students.

That means certification as an IELC examiner and a test center to work for.
As long as you meet the cambridge MBR (minimum basic requirements) you can get certified as an examiner.

As a certified examiner you can also find work (just remember that if you teach someone you cannot test them for 3 years afterward).

Cambridge MBRs include: a degree, a teaching credential (CELTA, PGCE, B.Ed, etc), and 2000-3000 hours as a TESOL instructor.

If you are a non native speaker then you also need to demonstrate a proficiency level of English at least 2 levels above the level you want to examine.

I am already an IELTS examiner. I just can't find any info on how to become qualified to teach legal English or become an examiner for the ILEC or any other legal English test.

I suspect those providers that offer the teacher training may also be able to tell you about how to become an examiner. Otherwise, email Cambridge English Language Assessment.

Contact the local Cambridge assessment center (may or may not be the B.C.)

They typically hold certification / re-certification sessions once or twice per year for the exams they offer. As well as the IELC you can also get qualified as an examiner in the other exams (mainsuite, BEC, ILEC, ICFE, BULATS).

We typically certify / re-certify our Speaking Examiners (SEs) in Jan/Feb. but other exam centers training dates vary widely. With other centers you may or may not have to pay for training/certification (depending on whether you are on staff or just "on-call")

The University of Edinburgh offers a short course geared towars ESL / EFL teachers who want to teach legal English. I presume this is what you are looking for. But there isn't a huge demand, so they don't run it every year.

Surely the process couldn't be that different from becoming an examiner for the other Cambridge certificates.

A CELTA or better qualification plus two years teaching experience at a reputable school in the following areas:

General English -> IELTS examiner after certification
Business English -> BEC examiner after certification
Exam classes -> KET/PET/FCE/CAE (depending on the levels you've taught exam classes) examiner after certification
