| I'm sure this has been covered somewhere so I apologize. I was wondering what countries do not do a background check. I'm fine, but I have a friend that was thinking of going overseas and he has a discon on his record...any help would be appreciated..Thanks. |

I still think China is the safest bet because they are the undisputed kings of fraud themselves.

Hate China much?
Any respectable, legit company in China will still do a background check. If you want to avoid it and go for a company that's willing to commit fraud to smuggle you in the country...I guess that's your decision. I hope nothing big happens cause no one would be able to help you then.
To the OP, background checks are the norm. Afterall, why would you let someone into your country without knowing anything about them? You'd hate for them to shoot up a place. I don't know what offense your friend has but depending on what it is, I'm sure there are places that are willing to overlook it if he interviews well, has all the credentials, and he's someone they want. |

Your friend needs to first determine which countries have positions that match his qualifications, and then check each country's work/employment visa instructions to see if a CB report is required. He may get lucky... or not. He should also be aware that visa regs can and do change. Plus, even if one isn't needed for the visa process, an employer could still require a CB report from applicants.
Is his disorderly conduct a felony or a misdemeanor? If the latter, he may be able to have it expunged from his record depending on the state where he was convicted. Info on how to obtain an order for expungement should be posted on the website of his state's court system. |

China is notorious for human rights violations. Their occupation of Tibet and genocide of tibetan people disgust me not to mention their sweatshops in mainland China, smog pollution with cancerous particles in the air. Also they are a tyrant country who infringes on disputed territory in the south china sea (see Vietnam, Japan, Phillipines, South Korea). Their economy was not built on honesty and good ethics so why should english teachers be honest in China when likely China has helped screw over their native country by taking their manufacturing jobs?

Whoa, settle down there, tiger! I thought this thread was about background checks...
To answer the OP's question, I think Japan generally does not require background checks. Some individual employers (e.g., the Ministry of Education's JET Program) do, but CRCs are not required on a national level. |

| China's top three cities (Beijing, Shanghai, and Guangzhou) are requesting state checks. Everywhere else is fair game. |

| A couple of provinces also require CBCs. Forgot which ones. Most don't though which is partly why you'll run into some seedy foreigners who teach English. |

Please correct me on any of these, if I'm wrong. This is all second-hand information that I found in the forums here on Daves - maybe some of it is outdated
Countries that don't require Criminal Background checks:
Russia
Argentina
China
Turkey
Cambodia
Countries that do:
Vietnam
Korea
Thailand
Indonesia
Japan apparently asks you to declare if you have any criminal offences, but doesn't actually check |

China and Thailand a background check is a visa requirement but is often overlooked or ignored (depending on the City / Province and influence of the school.
