Old FEC never cancelled. Advice?

I'm running into a few glitches in trying to get cleared for a Visa to work this Fall. Seems my old employer, five-odd years ago, never cancelled my Foreign Expert Certificate. It's raising flags with the Province, and they won't green-light me until the old FEC is cancelled. (This new province is the same one I most recently taught in, so I am apparently still in the provincial database. Who knew one even existed?!?).

Today I forwarded on what little contact information I have about the old school to my new school, and they said they'd try to handle it with the old school's Foreign Affairs Office. Still, I have doubts...

I'm wondering if the old FAO purposely didn't cancel my FEC, as we had a bit of a row over us travelling to Tibet after our contracts were over. They were furious about our destination, as Tibet was in upheaval in 2009. They tried unsuccessfully to cancel our flights and tour agent... Or am I seeing malicious intent where simple ineptitude on their part should be given credit?

Has anyone been in the position of already having an active FEC while trying to obtain one for another school?

Turns out it wasn't my old school at all, but one with which I accepted a contract with this past December before our visas fell through. Unbeknownst to me, the school applied for my Foreign Expert Certificate, using the information on the passport scan, but they never cancelled it.

This FEC is currently "active," so now my new employer is having to jump through some hoops to cancel it (in Anhui Province) and have it re-issued in Jiangsu Province.

toteach, it did seem odd to me that an FEC from 5 years ago could still be active. My FECs have always had similar start and end dates to my contracts or RPs. One would assume FECs would automatically expire if they were not cancelled...but TIC. Perhaps gently remind your new FAO that to prove the FEC has been cancelled your former school will need to send you the original hardcopy of the FEC Certificate of Cancellation.

In your second post are you saying you started working for a school that was trying to employ you legally but that after the FEC went through the RP was not granted? That is bad luck.

Yes, the FEC is needed in order to apply for the RP, and it has been reported that schools are legally required to cancel the FEC once it is no longer needed. If this is true the threat of a fine might help move things along.
