We are a language institute which is bidding for a contract to provide EFL instruction at a Saudi college. I am supposed to write an academic proposal to the university leaders in an effort to seal the deal. I am a published author but am truly vexed by this.
Does anyone have any suggestions? What is all included in such a paper? Are there any published EFL materials on this topic?

Obviously, if your company has done a similar program proposal, they should have copies of those documents for you to use as a guide. Otherwise, do an Internet search on guidelines write proposal for academic program startup. I suggest you also post this question on the general discussion forum.

I've done a couple of these, and they are usually very extensive. They basically outline the entire package you will offer, including syllabi and materials overview for each course offered, goals and outcomes, marking standards, staffing and supply/equipment/book requirements, and etc., etc., etc. Final section is usually about costs.

I don't think I've ever written one in less than a month or so, and ideally it takes a team and some fairly extensive research to do it properly.

However, this is the Saudi forum....not so sure how much of this would be really needed in the context!

Ditto that. I once single-handedly wrote a proposal for an ESP course on a subject I have extensive experience in. But even as a subject matter expert (SME), it took me nearly a month to complete and ended up being almost 20 pages long (single-spaced). Fortunately, my proposal was approved and I immediately began teaching the course.

You're getting an idea of what writing a proposal for an entire program (including course curriculum tailored to your target audience) will entail. If your institute is seeking to bid on the contract, you have to keep time constraints in mind and whether getting an appealing, marketable proposal completed within a specific time frame is doable.
