Hi I was sent a contract to teach in a public school but the contract is with the placement agency and not the school itself? Is this the norm? |

Probably because they want to send you out to various public schools and not just one. You might be traveling halfway across the city on your lunch break to teach at another school in the afternoon.
I'm not sure if this is the norm or not, but I've heard of it happening before. It never sounds like a good idea to me. |

I just want to be sure that I'm working for the school that they say that I am, but the contract is between me and the recruiter, sigh. |

Good post.
I have just had a contract which states party A and B. However I asked the specific school I would be working for. I am awaiting a reply to see if I would be getting shipped about or not. |

The contract usually states who 'Party A' is, if it doesn't say definitely ask and have it written in the contract. |

The language that spells out who Party A and Who Party B is usually starts out like this:"Zhou En Lai Public School (hereafter referred to as Party A)..."
If it's not spelled out, get it in writing again. Does the contract actually say that your employer is the placement agency? That's bizarre. Will you enter China on a Z visa? If not, RUN!
Even if you do enter on a Z visa, it sounds like a situation in which you'll get yanked around. |

OP,
Could be a sneaky agency that will end up farming you out,
or
The middle school hired the agency to find them a teacher or they cannot legally hire a foreigner and this is the only way they can get a teacher.
If I didn't want to take the risk of being farmed out, or wanted the full salary instead of a cut going to the agent, I would find a school that will directly hire me.

The recruiter states I have to go to Hong Kong for work visa and they will reimburse me partially. It's with Enfly Education, a placement agency. Don't feel encouraged by this. Thanks everyone for offering your advice. Even if they put the school on the contract at this point, don't think I'll pursue. |

It could be the situation where the recruiter is paid your full salary from the school and pays you a lot less. I worked with a girl once who went through a recruiter to get her job at our school. Myself and the other teacher who worked there did not. She was getting less half the salary we were getting even the school was paying the same amount for everyone but her recruiter was taking his share out of her salary every month. |

I would walk for three reasons right off the bat.
1. There is nothing bad about them through a casual search. But they seem to be rather new which means they either needed to change their name due to bad reputation or they will be going through a process of trying to work out things so the road will be bumpy for you. Funny, can't even hit their website when I tried. Just their facebook page.
2. With the new visa regulations, nobody intent to teach in China should land without that Z-visa already in their passport. Too much written here to have to explain.
3. I worked for a good program where I was placed in high schools. Two to be exact in three and a half years. It was worth it to me due to salary and lots of vacation. But living on campuses SUCKS. Also, you will be dealing with two sets of bosses who never seem to be able to communicate with each other and you will pay for it.
Hmm...partial reimbursement for your z-visa? Run away actually.

The Z isn't just a 'queue for a stamp' exercise like a tourist L.
There are other threads running currently about how long it takes to complete physical and other attestations.
I may have missed this, but is there any proof that the offer is from a school which is authorised to offer employment to a foreigner?
There is always a danger of restricting your job discussions to one employer.
Always keep a spare going until you are absolutely convinced that one is legit and worth working for.
If the school is legit there is ample time to do a Z legally before Sept start.

PARTIALLY? Deal breaker. Why can't the school issue a letter of invitation so you can apply directly to the consulate in your country? Are you even in your home country? |
