There is a job posted in Rwanda that claims to pay up to 2900 USD a month and airfare; the average GNP is 900 a YEAR. I have no proof it's a scam.. but it does dound fishy to me.

What's the two-letter country domain in the email address?

None shown; however, the job is being advertised by Seek Teachers, http://www.eslcafe.com/joblist/index.cgi?read=33650

I looked. hard to tell. it can do no harm to send them a reply. Still plenty of time to decline if it looks suspicious. There must be some rich people in Rwanda, if the per capita income is 900 a year, someone must be paying that out, or keeping everybody else down...

It does not appear to be a scam...seems there are people who do have money to recruit EFL teachers in the "new" AFRICA. Shocked
