NOC letter is the ticket back or to move. So far, I know 3 people that have changed jobs with the letter, from August through September, internally, no travel required.

It's possible but the employer loses one of their visa quota so not all are prepared to issue the NOC.

Interesting to know if these internal transfers within Oman were direct hires of the ministry or a private uni. I can't imagine any of the recruitment companies-Hawthorn, TATI, Globnet etc being prepared to drop any of their visa quotas......after all, they don't even seem to care if the employee completes his/her term of hire-since a new hire from overseas will mean more income for them.

Omanoman were the transfers from private sector to ministry? If so I'm sure strings were pulled. I've been asking round and no one has heard of a successful transfer.

As far as I can tell or have heard, from Ministry (recruiter) to private. Globenet and Hawthorn have both been able to give an NOC without any apparent penalty or at least their cooperation suggests that there is no penalty.

Maybe there's a mechanism for the Ministry to surrender one of their visas in return?

I think it's safe to assume that the recruiting companies that get teachers for the ministry of manpower colleges probably have a little wasta when it comes to any punitive measures from the same ministry.

Such is the way of the world......
