Is there a Minimum Age to get a Z visa for TESL?

Hello guys, I'm writing to you because I'm seeking orientation about being an ESL teacher, I have a Bachelors Degree, previous experience teaching English, U.S citizen, and getting TESL certified at the moment. I got in contact with an agency a couple of months ago and first I was told that I was going to get housing, Z visa, hour paid, flight reimbursement, etc, the whole deal. But now they're telling me that they cant get me the Z visa because the government of china implemented an age requirement that stipulates that people born in the years 1987-present cant qualify for Z visa, only from the 1987 and back, and they told me that an M visa would be pretty much the same. I got in contact with an ESL teacher in china and he told that is a pretty common thing, that theirs a lot of people working with out a visa, but honestly I don't feel comfortable going over seas that way. I would really appreciate if you could tell me how much of this is true. Thank you very much for your help guys. Confused

27 years old.... as the minimum.... bollocks. Look for a new recruiter.

    1+ year teaching experience, preferably in EFL or ESL
    Bachelor's degree
    TEFL certificate
    Native English speaker
    Passport issued by an English-speaking country
    Aged 24 to 55 (due to China working visa requirements)
    No criminal record
