PMU is constantly looking for PhDs with track records in research.

Who would go there if they are serious with their research?

It depends, what's the ration of teaching/research responsibility for new professors? Are professors given a research budget? If PMU actually provides time and resources to conduct research then, yes, I'd say a lot of PhDs would be interested. Conversely, if PMU simply pays lip service to research but doesn't provide tangible research support, then most PhDs with a serious research agenda would probably try to avoid PMU unless they're simply desperate for gainful employment (which, nowadays, would still be a large pool of applicants).

It would be hard to find an educational topic to research, perhaps cheating could be researched. Maybe a PhD could look at how Middle Eastern culture messes up any chance of education beyond well............

Those with PhD's in English were not usually hired at KFUPM. We wanted people who could teach, not those who wanted to write about Linguistics or Literature !

Of course the departments that taught Engineering etc were always looking for those with doctorates.

I could be wrong, but I assume that the majority of these PhD's are not for the foundations programs?

Those are the kinds of macro questions that a PhD in education might well be interested in. But on the micro-level, quite a lot of studies have been done by linguists on how L1 Arabic speakers acquire English--typically on very discrete points of grammar or pronunciation. If you're into analyzing things at that level, my guess is that there would be more than enough to occupy your research agenda for decades.

I suspect that, as VS suggested, they are not looking for PhDs to teach the lower-level foundations courses.

Agreed. The following is from the PMU job ad on higheredjobs.com: "The chosen candidate will essentially teach courses in Education to the students in the Master and Pre-master programs." Makes sense.
