If you like to know a bit about the history of this line of work, you may be interested in the recent issue [57 (1)] of the journal Language and History, which has been made freely available online. There's a very clear (I think) overview of the topic from a UK perspective by two of the best-known people in this field, Howatt and Smith. You should be able to read or download it here and check out the volume as a whole here, which includes reviews of the history of French, German and Spanish teaching, as well as an interview with John Trim, who was a major figure in functional language teaching and testing.
