Work visas now in 10 days

ABHA — Now a new work visa will be issued in only 10 days instead of the 90 days it used to take earlier, Director of the Labor Office in Asir region Hussein Al-Marri was quoted as saying by Makkah Arabic daily on Saturday.
This follows a decision by Minister of Labor Adel Fakeih to speed up the process, he said. Al-Marri said labor offices all over the Kingdom started implementing the Labor Minister’s circular to help citizens, companies and establishments obtain visas in line with the ministry’s latest regulations. He said the minister’s directives call for expediting procedures for obtaining visas. Firms applying for visas will be inspected by labor offices to verify whether or not they have fulfilled the required conditions.
Al-Marri called on parties interested in recruiting foreign manpower to fulfill all necessary conditions before visiting a labor office so there are no delays.

Well that is a bit cryptic. What are the "required conditions"?
Perhaps this is an effort to eliminate the rationale for companies using work/visit visas by speeding up the work visa process? Any other changes coming down the pike to maybe move labor law into the 19th century maybe?
New King. New rules.

I would guess that one of the "required conditions" is that they have the required number of Saudis on the payroll.
