If you wish to avoid having to take a taxi all the way to exit 13 Khurais road at 3:30 AM and standing in line with the numerous Bangladeshis who are having problems with their employers (most likely getting paid) here is the online portal for filing a complaint with labor:
The website for this portal is:

The actual English web page for sending a complaint to labor is:
http://portal.mol.gov.sa/en/Pages/Complaints.aspx?m=5
Like I said if you go to the Labor office in person you have to arrive early because they only accept 30 complaints from people standing in the line per day, and Inshallah you will make it in with your application. The paper application has to be read, and filled out in Arabic.
