Currently, it is my understanding that only Uni's with a certain financial investment can request visas for students. I just spoke to a language mill, Chinese, that use to issue visas for classes, as little as one class per week, but they have informed me that is no longer possible. If you go to a uni, they can provide the necessary information and even help in the process.
