Hey everyone, I'm going to be changing jobs for the first time since arriving in China, and my new employer wants me to send them something which I think means "canceled Foreign Expert's Certificate." I'm assuming my current school has to do that, but I'm not exactly sure what it means, so I was wondering if someone could give me some information about that part of the process. Obviously, I have a Foreign Expert's Certificate, but I'm not sure why they would want me to cancel it, or how I would prove that it has been canceled. Maybe I'm misunderstanding what they want? Here's the original Chinese from the message in case anyone wants that:
8.前一单位的外国专家证书的注销证明

Your current school needs to cancel it so you can get a new one. Maybe for in-province moves you don't need to go through that process (I don't know) but each province/special city government has their own FEC. |

Interesting. Do you know if it's possible to cancel that before the end of the semester? I'm still going to be working at my current school for another two months or so, but I want to get everything sorted out with the new school as soon as possible. |

I wouldn't think so but honestly don't know. Maybe after you've given them notice? My school was not willing to do anything until I turned in my final grades. |

It's Foreign Expert Certificate first-of-all
Second, an employer is entirely within its rights to cancel the FEC when your employment ends. In fact, that is how it is done, because that is the procedure, but not required. It doesn't usually cause problems.
If they are trying to cancel your certificate then they are not happy with you.
Also keep in mind that the FEC is the property of the employer, not the employee. It doesn't seem to so, since technically speaking the FEC is also a form of ID in China. You are supposed to turn it in when employment ends. They need to cancel it to prove you are no longer an employee for legal purposes. They can do this without your permission or knowledge as well. where, on the other hand, they cannot legally cancel your resident permit without you being both present and without your passport at the local PSB that issued the permit. |

Your current employer needs to get your FEC cancelled and then the Foreign Expert Bureau will give you a letter stating it has been cancelled. You can do it before the end of the semester, but obviously this depends on your current school. |

I am pretty sure you can do it yourself, as it just says it should be given back to the people who issued it when the expert is leaving China. I guess it is kind of vague though, as you are not leaving China. You might try going to the office (government) yourself and asking them about you case, see what they say.
The cert is not the property of the employer or employee, it is the property of the government, SAFEA specifically. The employee should be the one holding onto it when it is valid. It does say right on the booklet that the holder has been approved as a Foreign Expert, that would make no sense if the school was the holder. |
