I believe all major universities (UAEU, ZAYED and HCT) have posted ESL vacancies on their website for the foundation department.

HCT's posting on its website clearly states preference goes to Emirati nationals. But I saw no such ads on Zayed's or UAEU's job boards nor on higheredjobs.

A former university colleague with Ph.D. and who is currently teaching at ZU sent this update on sweeping changes there:

ZU just dissolved the Academic Bridge Program, so all those ex-pat faculty will depart when their contracts expire next year.

Ph.D. instructors in other programs are also concerned about changes, the latest being that ZU will no longer recruit PhDs for teaching undergraduate composition courses, so those current professors may migrate to other departments IF any are available.

The M.A. English program has been put on hold indefinitely, so ZU faculty are not sure what will happen next.

Now that the academic semester is winding down and many ex-pats at HCT are permanently departing, a few have come forward without fear of reprisal to relate the following recent changes and events via emails which have been paraphrased/condensed and not reflecting my opinion:

"*No contract is binding. Exactly 1 minute before the end of the work day, HR sent an email asking to collect contract amendment letters. Benefits such as education have either been halved or totally removed (capped at 30,000 dhs). Original contract term supposed to end in 2019 suddenly will end in 2018 or at the end of this month (June 2017). Many have sought legal representation.

Many support staff have been demoted from L3 to L1 as administrative assistants. Some who were renewed in January now find their contracts have been rescinded as of July.

Some ex-pats have been reassigned to another college in another Emirate at the last minute, which may involve commuting 200 km from their former residence because they can’t afford to break a lease agreement and/or is too late to find a new school for their children. Others learned just last week that they have NOT been renewed after all and must leave UAE in two months.

*A single mother of three who was an instructor at DMC died of a heart attack shortly after receiving the new amendment. [Sadly,] HCT announced her death via an email after office hours.

And for those few left behind, the prospect of having to cover the duties of the terminated is not something anyone looks forward to next academic year. " End quote

I think you can say the message is crystal clear. It's over for 'western' expats.

Not just westerners; this also impacts other nationalities.

The government announced three years ago that these programs would be ending. Folks have had plenty of time to prepare for the apocalypse. Shocked

Here’s a good one: someone who’s new contract doesn’t provide education allowance, is being asked to repay the allowance they were given from there previous contract that overlaps the time difference

Sounds fishy. Who’s (careful with that pesky ‘whose’!) receiving their (careful again!) contract at this time of year?

Actually sounds very typical of the crap HCT is pulling these days. It didn't say that they just got the contract, but that their new contract for this year. AND, long time teachers have been slapped with new contracts at odd times lately - which could explain the time cross here. In most cases, the pay isn't changed immediately, but pay grades have been pushed way down. (they are busily declaring that long recognized MAs are now not recognized)

It has been reported that at some colleges (maybe all?) if you clock in one minute late in the morning, you are docked a half day's pay...

What had been one of the best jobs in the Gulf for highly professional teachers now is better totally avoided... unless perhaps you are single and entry level.

New rule: let’s misread the FAHR laws and make everyone bring a DR note for just one day off sick. Guess it’ll be good for the health care industry and make everyone healthier.

Yes, if one is feeling under the weather, it will be easier to come into the office and spread the germs around rather than stay home, and then have to sit in a doctor's office for a few hours for your doctor's note.and then go back to get the bed rest. After waiting for the doctor's note, most folks would probably take three days, so eventually the administration will realize that trying to catch ever little slacker with a hangover is creating a culture of sick notes.

Supposedly Foundations is slated to phase out in 2018. I know a few are hanging on, esp. those with families, while others have gone on to greener pastures.

Is there any word from the grapevine about the status of Foundations or other programs at HCT and/or Zayed?

Safe and sound. In fact, the ABP in Zayed is growing again. It was total folly to believe that the Foundations programs could be phased out. Not for a very long time.
The faculty packages though, that’s a different matter 😊

However, Emiratis are very likely the target applicants for those positions (http://www.eyeofriyadh.com/news/details/80-vacancies-available-zayed-university-calls-during-careers-uae).
