Starting Employment Procedures then Working Elsewhere?

I was given an "offer" by a public university in Istanbul. However, the "offer" is not very clear, and no contract has been presented. The salary and terms are also not so clear, either. I was asked to fill out what appears to be an employment application along with providing Turkish translations of my credentials (at my own expense, mind you). Obviously, I have many concerns in this regard, but I was thinking maybe if I'm even presented with a contract a week or two before the prospective start date that I can use this "offer" as a Plan B or something.

Here are my questions:

1. If I start this process, am I then not allowed to work anywhere else legally for this upcoming academic year? The following was posted here on the Turkey forums by billy orr on Wed Dec 07, 2011 4:09 pm:

At the same time, it seems like as a public university they should be able to find a way to hire foreigners legally. After all, they are a part of the same government that makes the rules.

I've never heard of this. If you receive a work permit at this university and you decide to quit and start working at a new school in the same year, you shouldn't have a problem. I can not 100% confirm this, though, but I have known people to change jobs and get a new work permit. The old permit must be canceled in writing before the new permit can be issued.

This seems shady and weird. I'd consider looking into another school. At this end of the day, this is Turkey and everything is negotiable depending on how badly the school needs you. Check out Facebook and search Istanbul Greenlist and Istanbul Blacklist for more resources.

Unlike the US (when you get a green card you can work anywhere as the green card follows you and not the job), the Turkish work permit is tied directly to the job listed on the card. If you stop working at one school and start at another, the process needs to start over and everything needs to be resubmitted. A pain in the rear, but this is Turkey.

Thanks for the helpful reply!!

Ahhh, I see... Okay, now things make a lot more sense, and I get why they can't just extend my work permit. Yea, you're right that it's more trouble for us foreigners, but it seems there's no way around it if we wanna keep living in TürkLand.
