I find it strange that HCT were offering salaries of approx. £4000 per month, yet Teach Away are recruiting for IAT and the salaries work out at £2300. Different places I know, but such a big wage split.

I am due to talk to Teach Away but if that's all on offer than I will decline.

Why would you expect IAT's salaries to be the same as HCT since they're different types of learning institutions? IAT is a vocational school that provides trade school training and maybe a dozen bachelor's degree offerings; while HCT has AA, BA, and even MA degree programs. You really need to read up on the places that you apply to.

You also need to compare full packages. For instance I know that the current pay offer from HCT is inclusive of housing.

Perhaps the IAT offer is only the salary and then on top of it, you get assigned housing or a housing allowance.

It's only subsized, so you still have to contribute.

So because they offer those courses they can charge the students more and then pay the staff more? Because it sure as hell has nothing to do with the jobs on offer - both pretty simple EFL jobs teaching English to post secondary students.

Not only are students not charged... in many cases they are paid by the government to attend the classes.

Education in the UAE is 100% free from kindergarten through university for all Emiratis.

Our opinion of the comparative job difficulty doesn't matter... at all.

So then you need to find out how much it is subsidized versus costs to see the comparability.

Subsidized costs for Emiratis has nothing to do with salaries. Most decent schools went less Emiratis because of the problems with them.

Salary depends on tuition and where the teacher is from.

He is asking about HCT and IAT and they have no tuition. Tuition is only in private international schools and I don't believe the OP has certification to teach K-12 in his home country which excludes him from teaching in those that pay well.
