I came across this recently, on the Chinese visa application service website. This seems to be the agency that the Chinese government uses globally to process visa applications.

If you are not applying for a visa in the country of your citizenship, you must provide the original and photocopy of your valid certificates of residence, employment or student status, or other valid certificates of legal stay provided by the relevant authorities of the country where the Visa Centre is located. |

I have just acquired Z visa sticker through Chinese consulate in Indonesia, where I have limited-stay residency (even though it's about to be cancelled). I just followed all the requirements (documentation, etc) and did not have any problem (I'm an American citizen). |

I'm a Canadian who was in Europe when I decided to come to China. I didn't want to return to Canada.
At the time (two years ago), this basically meant that some provinces and cities were off limits to me. Some were very strict about applying from your home country. Eventually, I found a job in Fujian that allowed me to go through HK. But I needed to get my health check in HK and then wait for it. This meant a nearly 10-day stay in Hong Kong. |
