				My SMBC and Yucho bank cards are not connected to the Plus or Cirrus international bank systems, so I can't use these cards in overseas ATMs when I travel. 
 
 
Do you know any Japanese banks that do have bank cards with such access?
 
 
Bonus question: Why wouldn't a major bank like SMBC have bank cards that can be used abroad? Seems very odd to me seeing Japan is one of the leading countries for technology? |

Well, why has the U.S. been so  freaking slow to implement chipped cards, and get merchants to accept them?
