Can anyone provide an update on IELTS examiners? Is it still only a full time position? Can you work at it PT now like in the past?

http://www.britishcouncil.cn/en/exams/ielts/contracted-examiner Looks like the kind of detail you need is available only if you contact BC. My recollection is that because of the travel commitment it's hard to schedule privates.
