A big passport change is coming that could affect frequent travelers
By Carol Morello, The Washington Post - November 19 - 2015

Frequent overseas travelers might want to check their passports. The State Department said Thursday it is about to end the practice of adding new pages to existing passport books.

Starting Jan. 1, adults running out of space for new visas in their 28-page passports will have to pay $110 for a new passport of either 28 or 52 pages. Until the end of this year, they can still pay $82 to have an extra 24 pages stitched in. The prices are slightly lower for minors.

The State Department said the decision to stop adding pages was made for security reasons.

“When a passport gets larger and larger, it’s more difficult to keep the same security standards,” said William Cocks, a spokesman for the Bureau of Consular Affairs.

Anyone applying for a new passport will get the old one back. Though the passport will be canceled, any unused visas in the old book will still be valid, Cocks said.

The State Department began routinely issuing 52-page passports last fall to anyone applying for a new passport at embassies and consulates around the world.

More than 124 million U.S. passports are in circulation, up dramatically from 14 million in 1991, the first year the Department of State began tracking the number. That’s the same number the State Department issued in 2014 alone. About 38 percent of American citizens have passports.

Passports are valid for 10 years, though in practice they can be less useful in the final year because many countries require a passport valid for six months before they issue a visa.

Even before the new rule takes effect, the State Department has been bracing for a surge in passport applications in upcoming years. Security measures that went into effect after the terrorist attacks of Sept. 11, 2001, required passports for Americans traveling to and from Canada, Mexico and Bermuda, three countries where Americans could travel passport-free before. Those passports issued initially after the law took effect will start to expire soon.
-----------END--------------

NOTE: Paragraph 5 - "Anyone applying for a new passport will get the old one back. Though the passport will be canceled, any unused visas in the old book will still be valid, Cocks said. "

Really? It’s not up to the US Dept. of State to validate foreign visas. That falls within the purview of the country issuing the visa, seems to me. I have a feeling very few countries, including Gulf countries, will accept a cancelled passport as a valid document for visa purposes. Once the passport is cancelled, so is the visa (I imagine).

As far as I know, the Magic Kingdom will not accept a cancelled passport as a valid document for its visa. You have to transfer your visa from the expired passport to the new one before you travel. Some countries, like UK, accept a cancelled passport with a valid entry visa, but it has to be stapled with the new passport.

Wait, so this means that our iqama is pegged to our passport? My passport expires next April and I have to get a new one anyways. Will I have to reapply for a new/replacement iqama or simply inform the relevant authorities that my documents have changed.

When you got your current Iqama, some squiggly notations were made in your passport (all in Arabic, so unless you can read Arabic....) which certified the holder of the passport as the holder of your (numbered) Iqama.

If you need to get a new passport, the Iqama remains valid but some more squiggly marks will have to be placed into your NEW passport TRANSFERRING the validity of your then current Iqama from your old to your new passport.

At least that's what happened to me about 4 years ago when I underwent such a procedure. (There was basically nothing to it).

However, as always, and especially "these days", rules and regulations are changing so frequently it's hard to keep up. What you have to do is ASK you current EMPLOYER what his procedure is.....all employers have their own rules and regulations so you have to find out what they are for cases such as yours.

---> it's paramount that you do not let your passport "run out" before you get a new one. You said APRIL as your ending date for your current passport. Why not go this week and get a new one. Nothing says you have to wait until April rolls around before you apply for a new passport. (ATTENTION: but ask your employer if you should do this......they may not want you -for some legitimate reason - to apply for a new pp so early.)

NB: (Little known facts dept): -----> You can get a new pp anytime you want. Even YEARS before date of expiry actually. A "legitimate" reason to get one, believe it or not, is your simple declaration that you no longer like your passport PICTURE !! No problem, Habeebee.....just fork over your 110 smackers and your current pp and you're home free. When you apply, ASK (demand) that your new PP contain as many pgs as possible.......You have to ASK the clerk at the "window" how you do this (in "my time", you just wrote at the top of the application on the border ("REQUEST 48 pg pp") and that was it.....but it may be different now and the maximum number of pages may have changed too.

(These are not EXTRA pages put in the pp.....this is a version of the more common 24 pgs. pp with extra pages ALREADY in the booklet. No one tells you this version exists so most applicants don't know another longer version of the booklet is available......but now you know...Just aks the clerk at the window (She'll look at you with more respect because "somehow" you know one of their "secrets". ) (No extra charge for the longer version, BTW)

Naturally, call the consulate before you go.....they got screwy hours/days and certain rules and regulations that they didn't use to have....for example, now I think you have to make an APPT with them before showing up.....again, you'll have to ask by calling them because, as I said, procedures are changing almost on a daily basis. (Ask them about payment....do they accept SAR or just US$ or credit card or personal US check???)

Naturally, above facts and information apply only to US nationals.

PS...it helps if you can speak URDU when calling/visiting a US consulate/embassy in KSA.......just a tip. (Also, don't use Arabic, if you are able to....it'll confuse, probably alarm them if you do.).

PS 2- Check out their website....I don't know the URL, but I'm sure you can get it easily via google. The website will have up to date information.

Check with your HR, especially since KSA has been replacing iqamas with 5-year resident ID cards (muqeem). Your new US passport info may just need to be updated electronically in the system by the Jawasat.
