I have a Graduate Diploma, not a BA/BSC and I have an equivalence letter from my university saying it is a degree of pass status equivalent. It was a 4 year course. Also I found the equivalence here

You have to scroll down to where it says level 6 and you can see bachelors degree and Graduate Diploma are the same level. Do you think the Saudi Cultural Bureau will pass this for a visa?

Surely the Saudi Cultural Bureau has to go by what the university registrar says.

Yes. Saudis are very used to being told what they can and cannot accept in their own country.

They're quite keen on being told "No" as well.

I can't upload my TEFLA cert on the Saudi Cultural Bureau's website because it doesn't have the college I studied it at on the drop down box so it says you have to email them about it (attest@.....) This is what I've done. Also a visa agent has just said you only need to upload one educational document, the one relevant to the job you're applying for, which must be my TEFLA I guess.

No, you will need to upload an accepted Bachelor's degree. Certification alone will not be enough. You can try your diploma, but I doubt you will find many here who will think that your diploma will be accepted. No harm in trying, but don't be surprised if they won't take it. They won't even take all Bachelor's degrees (some accredited unis are not acceptable). Official list is at ru.mohe.gov.sa (in Arabic).

pity then, I should have done a BA instead of a graduate diploma. It took me longer to get, 4 years as well. Will see if they accept it. You can't phone them. I tried and they just don't answer.

I've just written to the recruiter to ask if my diploma is rejected by SACB could the employer let me do the job on a business visa. Mind you that would mean going from Taif to Bahrain every three months to get a stamp.

FYI: The Saudi Cultural Bureau (and Cultural Mission in the US) are administrative arms of the Saudi Ministry of Education. The MoE establishes the requirements for qualifications.

I've just received a phone call from the recruiter and she said I have another interview tomorrow with the employer and she thinks they will extend me an offer. She said that if there was an issue with my Graduate Diploma then the employer will probably have found out by now so it should be ok. That's the latest anyway. So we're all looking good.
