I arrive in China on Sept 8 on a Z visa.

I want to go out for the National holiday, which is the first week of Oct.
But I have 30 days to get my FEC.

No government office will be working during the holiday. So, I am wondering if I can submit my passport after the holiday for the FEC which would be the first biz day after the break. It would be 32 calendar days.

I wouldn't risk it. How awful would it be to have your first step be a bad one? Just hang in and explore your new city.

In my experience, all processes AFTER arrival have been undertaken by employer at their expense.

Don't leave the country, or even travel to Hong Kong or Macau until you have the Residence Permit (RP) sticker in your passport. THAT is the 30 day window you need to worry about. The FEC (Foreign Expert Certificate) is the last step needed to show that you qualify for a RP. Your school must have the FEC in hand and submit it with the RP application by the 30th day after entry.

Good advice RW.
Unless OP is due somewhere for a significant event then stay put.
ALSO it's likely that the scheduled holiday isn't as long as you expect.
Search 'make up classes' for more.
You won't know what the deal is until maybe a week before the holiday so bookings are a pain.
That said, fewer students go home for National Holiday, than at other times, as they've only just arrived on campus.

Also keep in mind, flight prices go INSANE during the 2 major holidays. Double, to triple, unless you can wiggle your way out and in on the days previous and after. It's a bummer.
