I am in the lucky situation to have 3 uni offers in these cities and I am trying to figure out which would be the best solution for me. Any two cents or recommendations are most welcome.

Since the 3 offered salaries are pretty much the same, I wonder most about hourly rates of privates. I would guess Chengdu is not bad in that regard?
but Shaoguan, even if it's a small city, is only 40 high-speed-train minutes from rich Guangzhou - does that mean there are is also a chance for decent private payment?

Right now I am tending to Chengdu, being the city with the best chances of growth and the best amenities. The university lies very neatly connected on a new metro-line, takes only 15 minutes to the very centre of the city. Besides, the metro-system is already very expanded, soon even the circular line will open.

Shaoguan has better air.

Changsha would have the advantage of being already familiar to me since I worked there for 6 months. (And it would probably include a still relevant base of privates)

Local contacts will help you in Changsha. Though given the three options, for a monetary point of view, Chengdu would probably be best. It's the most developed city out of the three, larger population, and arguably, the most desirable.

Never heard of Shaoguan, but maybe I am just some unedjumicated farmer! I wouldn't go with places that are hard to find even on wikipedia. The Changsha versus Chengdu is a toss-up. C.O.L. is slightly lower in Chengdu and the salaries are higher. I don't know much more than that, but Chengdu has quite a few westerners living here. However, that doesn't mean much. I still feel like Elvis Presley as I walk the streets here, getting lots of unwanted attention.

I have friends in Changsha (one recently married), who are enjoying life quite a bit! I am over in Chengdu and am enjoying my life quite a bit as well. Sometimes I have those "China Days", but on the whole, it is quite enjoyable living here. Great food and good friends/I am engaged to a local. Anything is possible in the smaller cities (I think at least), and the stuff you can get away with is much more flexible as they are more desperate for the white face in their classroom so that parents will fork out the cash to send their kids there.

Changsha was recently voted best city for 'quality of life' in China, for whatever that is worth.

Changsha was also mentioned as a very desirable place by a teacher from the UK, who worked there for some time. He stated that Changsha was far superior in most aspects to a famous city in Northern Guandong, near the Fujian border.
