I am looking into getting a certificate to teach english as a second language from Portland State University. I was wondering what positions I could attain with such a degree. I would like to teach in India, Sri Lanka, Indonesia, or other south pacific islands, but would also like the option to teach at home in US.

A certificate alone usually is not enough to teach in the States. Most (low-paid, part-time, less-than-ideal conditions, etc. ) jobs in the States require an MA.

I don't know about the other countries that you mentioned, although I do know that a BA + certificate will be enough in many places.
