I was just reading in the Canadian newspaper how there are cases where a Japanese spouse has run away with the children and hidden somewhere in Japan. The Japanese government allegedly has given little help to the foreigner in locating the kids.

This to me certainly looks like a lack of will. I mean, with all of today's information technology, it's very difficult not to leave an information trail if you move. Passports, national ID cards, credit cards... They must know where these Japanese spouses are hiding.
