They lost the article claiming Intel as a Windows processor. I can run Windows/Linux/Apple/Android off of an Intel. Macbooks even have an Intel processor. What was the person who wrote that yahoo article smoking?

Depends. What do you want to do with it? I got a tablet in China for about 1000 rmb and a wireless keyboard with mouse setup. Make sure to get one with HDMI support and you can use your TV.

The cost of the laptops is usually higher, and if you invest in one you will have to invest in the repairs or get a new laptop when problems arise.
