Either in this website or many others, they always seem to pop up, why are they so desperate? Are people quitting a lot, or are people simply not applying anymore?

Who can say. Generally, recruiters will rerun ads because: 1) they're getting many CVs from applicants who don't match the minimal qualifications; or 2) the client has additional vacancies; or 3) some candidates don't follow through with the hiring process for whatever reasons; or 4) the recruitment goal is solely to compile a pool of potential candidates for future positions.

That said, there's a discrepancy about the requisite degree in Red Chair's ad, which is likely affecting recruitment:

• Passport holders of USA, UK, South Africa, Ireland, Australia, New Zealand or Canada will only be considered
• Applicants must be able to meet visa requirements to obtain Employment visa in Oman
• A minimum of Bachelors level qualification, specifically in English, Education, ESOL or Applied Linguistics WILL ONLY will be considered
....

You are right in that, the ads usually present different requirements (regarding nationality, years of experience or education) and also tend to not inform about the number of vacancies available, so people don't know if they are competing for a single place or for 50. Red Chair seems to have been around for a few years so I thought they would be more experienced and knowledgeable when it comes to recruiting people.

Perhaps the discrepancies are because there is more than one person publishing the ads and there is no communication between them.
