That's SOP in Kuwait. Make everything as complicated, onerous, and expensive for all expats as possible.(and locals too for the most part). I'm sure it will involve going to 4 or 5 offices... spread all over the city... multiple times because the person with the stamp is gone... or just doesn't want to lean down and remove it from his desk drawer.
Worst Gulf country I worked in... left eons ago after one aggravating year... and seems nothing has changed.
