There is no such law.
The Ministry of Education regularly makes unilateral declarations with no judicial or legislative oversight. There is no organized labor to speak of in Taiwan so any government ministry can decree just about anything they want.
Luckily for teachers and students the Ministry o Education does not have enough resources to enforce their abitrary decrees so they are pretty much ignored in most sectors.
The Ministry of Education no longer has any control over Foreign Teacher's visa applications so don't be too overly concerned.

Are they stating you can't work at the school because you don't have a teaching degree? I was told when I talked to them that I needed not only a teaching degree, but that you had to be certified in your own country. Having neither I didn't pursue it further. It is interesting to note that their ads for teachers on Tealit.com do not state that either is necessary, which makes me very suspect. Why invite a lot of people to apply to your school that would not be able to work there. Maybe because they are going to register their teachers through some other little school they own (i.e. not a registered private school) and deduct taxes from your salary. To me that might be one way the school might circumvent the law, if in fact there is a new law. One way to check is to get your tax receipt from them at the end of the year. That would show you if they have been paying taxes on your behalf. Regardless, I have not heard good things from teachers that worked their about the taiwanese ownership.
