Captain's Log, stardate 0807.4

Starfleet's concerns have been confirmed. This planet is still in pre-warp development, but somehow acquired Federation-level technology. The breech of the Prime Directive has created a great disturbance in the natural development of this society. Everywhere is evidence of rapidly-advancing technological exploitation, power imbalance, and extraterrestrial social upheaval creating more barriers to resolving the internal social problems that should have been addressed prior to extraplanetary dealings.

In an effort to adjust, the members of this society have adapted Vulcan philosophy and Romulan machinations, but the Klingon and Orion Syndicate element continues to disrupt attempts at social equilibrium. Ironically, the Cardassians seem to have a stabilizing influence here. As a result, they have come to simultaneously revere other species as Eternals, but distrust Starfleet motives, which will possibly delay their application into the Federation. It may even bolster their insular politics. There is risk of miscomprehending the longterm implications of these new technologies, alliances, and environmental costs of these alien technologies. There is also rampant exploitation of labor.

Recommendation: that treaties be signed by all extraplanetary interests restricting travel of cloaked ships in this system. That other species be held to their own laws where the local planetary laws haven't caught up, including Federation environmental standards.

On a personal note, both my Klingon girlfriend and I agree, this planet is a hell of a lot more fun than the Borg.
