I am interested in hearing about ways in which people living in North America have successfully drummed up business for themselves as a tutor. My university has a high concentration of ESL students and competition amongst tutors seems to be high.
Right now my plan is to put up some color flyers on bulletin boards at my university and the local colleges, with business cards attached (rather than little tags to rip off). I am going to advertise mainly in the ESL center, the English department, the Linguistics department and the cafeteria (seeing as flyering the whole campus would be a full-time job in itself). I plan to check out nearby private ESL schools to see if they have bulletin boards as well. I am also going to contact local high schools to see about advertising my services there.
Do you have any other suggestions about advertising techniques or possible clients? I am not really interested in tutoring young children.

Here in Vancouver, many ESL Tutors have gotten students as a result of teaching ESL at various English Language Schools or their friends who are ESL Teachers at these schools recommend them. It's often word of mouth, reputation etc. I found that once I taught one ESL student, they would recommend me to their friends and I got a nice circle of students that way.
I have also seen ads put up everywhere, including at bookstores that sell ESL books, i.e. Sophia's Books on Hastings Street. I noticed that people put up not only cute looking ads but also their business cards.
I've seen ads up at Langara College or at UBC for ESL tutors as well..
