Classes have been cancelled for Taipei County and city. If your schools follow the government announcements, and most of them do, you won't be working tomorrow. Enjoy the storm.

I can find no reference to any information about schools or businesses being penalized for forcing their employees to go to work after the government has canceled work.
For Chinese there may be some way for them to seek damages if a Chinese person gets killed from this type of negligence.
Foreigners on the other hand have no means of recourse. All migrant workers have to work regardless of the weather. Some factories that employ only migrant workers were operating with two feet of water on the floor during the last flood.
Taiwan is a look out for yourself kind of quasi state. If you don't think it is safe stay home.
