I arrived back to China on October 5 with a Z visa that I had to enter with before Novermber 17. The school that got me the visa in America lied about virtually everything and rather then go through arbitration we signed an unconditional letter of release from that contract. My Residence permit is good until November 27. I am in a new city looking for work, from my understanding I have until November 27th (residence permit expiration) before I am here illegally. With the letter of release from the old school is this all feasible to get hired by a new outfit and get the papers taken care? Thanks

I a short answer yes. You can do this.

With the release letter in hand, plus your residence permit you should be able to do this before the resident visa expiration.

Obviously don't leave to the last week to do!

Yes, you can find new work legally. Yes, you must have your new school report your employment prior to the expiration date in the residency Permit (RP).

Hopefully you got the Public Security Bureau (PSB) to stamp your RP before leaving your old city... You might have trouble at your new local if you didn't...

Your new employer must, of course, act decisively and swiftly.
First thing: they must be licensed to hire you.
Secondly: your new contract must be approved by the PSB.
You will get a new address stamped into your residence permit.
And a new work permit.

All, of course, subject to what you are able to negotiate with them!

Things are as I had figured. Yes, I have letter of mutual cosent to cancel contract in hand, and yes the PSB in the old city stamped the Residence Permit "signing" me out of that Province. Much thanks for the assistance.
