Yes, you can but you have to go through a third country or Special Administrative Region such as Hong Kong or Macau.
Please read this.

The question to ask is if you are coming to Taiwan and since you do need to

come as Aristotle said, via special admin zone or another country, you will

need a visa, so therefore which country in the region is the best one to go to

to obtain the best Visa under the circumstances. Aristotle should have some

up to date data in this regard...

You can get a visitor's visa to Taiwan from HK within 1 working day. You will need the visa to get it changed to a resident's visa-- visa exempt entry will not let you work legally as they will not allow you to change the visa.

Hong Kong's visa office is in Admiralty. Get off the Admiralty MTR station and go out the exit that lists the Lippo Center. You'll have to go to the Chunghwa Travel Agency office for handling Taiwan visas for non-Chinese. It will be on something like the 46 floor of Tower 1. (There's a sign at the bottom of the floor). Get there before 12noon and you can have it done rushed and get your visa same day if they approve you, but you can get it the next day irregardless.
