I'm not an expert, but believe that most European countries have anti-moneylaundering laws stating that they must "know their customers", ie, you have to present and identify yourself to them, and you may have to prove your address, when you open the account. This could be problematic if you live in Peru, but two options occur to me.
The first is that you find a European bank with a branch in Peru, and request that they open an account for you in Europe. That ought to be possible, and you will have met the ID requirements. Just make sure they offer internet banking in a language you understand, because many don't offer an English language interface.
Alternatively, you could contact your old Scottish bank, and ask them to re-open your account. I don't know how easy that would be, because you'd somehow have to convince them that it really was you and not someone trying to steal your identity; but if you can get over that hurdle, you might be in business.
On the other hand, if all you're worried about is the falling dollar, why don't you just open a currency account in the country where you are? |
