I've never done any of these in Mexico, but since no one else has replied might I suggest the state of Veracruz?
You should check out the magazine, Mexico Disconocido, they often have articles on this type of things, some of their articles are available in English at

White water rafting is available near Jalapa/Xalapa in Veracruz, and apparently around Huatulco in Oaxaca, although for that one I'd probably wait until the wet season!
I haven't tried either, but since rafting is one of my new hobbies I did look into it in Mexico and they were the two places I found. |

Yeah. I haven't tried it here myself, but a couple of co-workers have, and there's supposedly pretty good rafting in-season. |
