First, let me frame the issue, then let's see if we can come up with anything, guys.

"Teacher, teaching lawfully in country on a Z visa- has a tax number, and is paying taxes on his income- decides to add some privates, but wants to do so lawfully. He approaches the Ministry of Labor and files a request for a license to provide lessons as a self employed person, presenting all his credentials, with the intention of reporting this income and paying taxes on it."

Anything in Chinese Law that you're aware of that would prevent the granting of this license?

I haven't seen anything myself in Chinese Law which would prohibit it.

I had this exact situation in Kazakhstan and was issued a license.

Why not China?

You all seem to be missing the point here, they are talking about foreign STUDENTS taking part time work, not teachers (with Z visa's) taking on a second job.

You're right, of course. I should have opened a new thread with my question- I agree it's too far off the topic of the article we were directed to by the OP. Sorry. This is not the first time I've done this- by writing about what I was interested in, instead of what the OP had in mind. I'll try to avoid that in the future, to the degree that I can.

But, that given, do you have any opinion/information on the question I posed?

This is hardly something new. All you have to do is read some of the posts on this forum to know it is illegal to work in China without the legal paperwork. If you break the law here you should expect to be punished just like you would in your country. China may be a developing country, but they aint stupid.
