which method/company is best to use when shipping packages that weigh about 5lbs. from the US to Taiwan?

also, typically, how long does it take to arrive?

Probably the post office. The amount of time depends on whether you use surface mail or air mail. The post office should be able to give you a good estimate.

Send it regular mail and buy insurance.

A mailing address may be a bit more problematic if you don't know anyone on Taiwan.
