Found this online about a man in Brasil who is up to 58 languages and can learn 2,000-3,000 words in 3 mos.

He found Turkish to be a very easy language to learn, thanks to the vowel harmony rules and suffixes...very musical and easy for the ear, he said, about the Turkish language.

Another guy of note was Ken Hale of MIT, who spoke over 50 languages fluently. He is now deceased, but his legacy will live.

Fluency is generally defined as 75% or above capacity in reading, oral understanding, oral expression, and written expression.

Check this for more specifics.
