What is the cost for signing up for lessons in Mandarin these days?

It varies. About 4500 for eight weeks at a place that does little else than get visa extensions. About 10 to 13k for twelve weeks for places that are a little more serious.

In Hsin-chu five people split 21,000NT for 21 hours, and the teacher comes to us. We also get to set the pace and she will indulge and special requests we make.

That's a tutor. I think (though I may be wrong) OP wants formal group classes, the sort that can give you a valid reason for a visa extension etc.

It really depends on where you want to study on Taiwan and why you want to attend classes.
Do you need and ARC as a student or just want to get visa extensions? Are you going to be teaching as well as studying?

Will Mandarin language lessons extend my visitor's visa? Or can I sign up for lessons before I arrive and teach ESL once there?
