The foreign office contracts for ESL teachers have been around, but they are enforced much more now. They are pretty ambiguous. Some PSBs actually require the contracts for the Z visas, or the employers lie to the teachers when signing those contracts. I guess that it is the Chinese LAW to sign those contracts, but can you follow the Chinese English and ambiguity in it? Some employers add their own "clause" alongside or even a contract of their own. Have you ever had to sign two contracts at the same time; one official government (foreign office) and the other employers "extras"?
